RECOMMENDATION

Staff recommends that the City Council Approve a Professional Services Agreement With HR Dynamics & Performance Management for Executive Search Services & Organizational Development in an amount not to exceed $75,000.

 

BACKGROUND

HR Dynamics is a professional Human Resources Consulting firm that provides various organizational development services and executive recruitment services to numerous public, private and non-profit clients. Consultants with the firm have performed these services with a combined experience that spans over 60 years and bring specialized expertise in both recruitment and organizational development.

 

The City of Rialto through an informal proposal process selected to provide services in two critical areas, including the executive search for the City Manager position in addition to organizational development through the development of a leadership development training program.

 

The proposals for these services are included as attachments to this staff report, as well as the disclosure form required for all businesses performing contracts with the City of Rialto.

 

ANALYSIS/DISCUSSION

The City of Rialto is currently recruiting to fill the vacancy for the position of City Manager. HR Dynamics has submitted the proposal to complete the recruitment services which generally include conducting interviews, soliciting input from the City Council, performing direct and targeted outreach, screening and interviewing candidates, facilitating the panel process with the leading candidates, facilitating the background check process and assisting in negotiations between the finalist and the hiring authority.

 

The full scope and proposal for the City Manager Recruitment services is included as Attachment 1.

 

 

 

In order to support the ongoing training and development, HR Dynamics has also proposed Management, Leadership & Development Academy to assist in workforce development, succession planning, employee engagement and organizational effectiveness. This is designed for all employees, but is targeted for those in supervisor and management positions. The academy focuses on communication, problem-solving, feedback, essentials of supervision and management, and leadership fundamentals. The full proposal is included as Attachment 2.

 

These services will also include Executive Coaching and development for the ongoing support and development of the Executive Team for continued performance and organizational development.

 

ENVIRONMENTAL IMPACT

The requested action is not a “Project” as defined by the California Environmental Quality Act (CEQA).  Pursuant to Section 15378(a), a Project means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

FINANCIAL IMPACT

Operating Budget Impact

The cost for the proposed consulting services are budged for in the City Manager’s consulting services operating budget for the Fiscal Year 2024-25.

 

Capital Improvement Budget Impact

There is no impact on the Capital Improvement Budget with this action.

 

Licensing

HR Dynamics & Performance Management has an existing business license with the City of Rialto.
