Request City Council to Authorize the Release of Request for Bids for the Rialto Cemetery Rehabilitation Project, City Project No. 210209.

BACKGROUND
The existing facility drive aisles at the Rialto City Cemetery have outlived the asphalt design expectancy and are in need of rehabilitation. Included in the deficiencies are areas where ponding occurs further eroding the existing pavement and flooding the easterly boundary of adjacent Bud Bender Park. The project will rehabilitate the pavement using current design criteria to support vehicular traffic loads; install new asphalt rolled berm/curbs and identify new drainage and irrigation improvements.
The cemetery is a City owned and operated facility with an ungated entry from Willow Avenue. Property frontage sidewalk improvements will improve pedestrian safety by providing an Americans with Disabilities Act (ADA) compliant sidewalk to the cemetery facility. The newly paved roads, upgraded curbing, and drainage/irrigation upgrades will provide a stable pavement surface free of standing water nuisance for visitors to move around the grounds.
On August 11, 2020, the City Council adopted the Fiscal Year 2020/2021 Budget and Capital Improvement Project List which included the Pavement Maintenance Program for the Rialto Cemetery Rehabilitation Project.
On August 25, 2021 the project was presented to the Economic Development Committee (EDC) for review.
ANALYSIS/DISCUSSION
TKE Engineering, Inc. (TKE) provided services related to the design of improvements for the Cemetery, including paving rehabilitation, repair and/or replacement of rolled concrete berms, irrigation line repair, on-site drainage facilities, and off-site sidewalk along the Willow Avenue frontage.
