Request the Economic Development Committee to Provide Feedback and Recommend Approval of the Safety Action Plan to the City Council.

BACKGROUND
The Bipartisan Infrastructure Law established the new Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds through Fiscal Year 2026. In the Fiscal Year 2025, up to $1 billion was made available. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries.

On May 9, 2023, the City Council adopted Resolution 8071, accepting the Safe Streets and Roads for All Grant from the U.S. Department of Transportation's Federal Highway Administration in the amount of $320,000 for the development of an SS4A Action Plan. The grant's performance period is 24 months, ending in July 2025.

ANALYSIS/DISCUSSION
The purpose of the SS4A Safety Action Plan is to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries through safety action plan development and implementation focused on all users, including pedestrians, bicyclists, and motorists.

The draft plan presents a clear vision, along with specific goals and measurable objectives that align with the goals of the SS4A program. It also ensures consistency with the plans and policies established by the City Council, reinforcing a unified approach to improving transportation safety.

In order to refine and strengthen this draft plan, staff is seeking feedback and recommendations from the Economic Development Committee (EDC). The insights gathered will be instrumental in finalizing the plan for approval by the City Council. A detailed draft of the Safety Action Plan has been included as Attachment 1 for your review.
