BACKGROUND:
In late 2014, Pepper Avenue was extended north of its terminus with Winchester Drive/Terrace Road providing a connection to Highland Avenue north of the SR-210 Freeway. In Summer 2018, the freeway ramps at the SR-210 and Pepper Avenue were opened to the public to access Pepper Avenue. The increased traffic on Pepper Avenue has resulted in challenges for the residents to navigate safely out of their neighborhood onto Pepper Avenue. Currently, the intersection of the Pepper Avenue at Winchester Drive/Terrace Road is controlled by an All-Way stop control that was installed in Fall 2018, immediately after the freeway ramps were opened. The All-Way stop control was installed to provide right of way assignment for vehicles turning out of the residential community and for school children to cross the intersection.

The installation of the signal is recommended to enhance the overall intersection safety and operation and to provide a safe crossing for the school children from Frisbie Middle School using the existing crosswalk on the north side of the intersection; which will be signalized as part of the new traffic signal installation. This stretch of Pepper Avenue carries a traffic volume in excess of 7,000 vehicles per day. Since the opening of the Pepper Avenue Ramp at the SR-210, traffic volumes have increased southbound and northbound on Pepper Avenue; therefore, the signal installation will mitigate the impacts of the increased traffic and will enhance the overall safety for the general public.
