Request the City Council to: (1) Adopt Resolution No. 8480 Establishing the New Classification Specification of Emergency Manager at Range 5100A ($8,231- $11,030 monthly); and (2) Approving the Updated Classification Specification of Human Resources/ Risk Manager.

RECOMMENDATION:
Staff recommends that the City Council:
1) Adopt a Resolution Establishing the New Classification Specification of Emergency Manager at Range 5100A ($8,231- $11,030 monthly); and
2) Approve the Updated Classification Specification of Human Resources/ Risk Manager.
BACKGROUND:
Earlier this fiscal year, during the 2025-2026 Mid-year budget process, the classification of Emergency Manager was approved with the intent to bring back the salary and the classification specifications as a separate City Council item for approval. With the Human Resources/ Risk Manager position, difficulty in recruiting for this position revealed that minor modifications to the class specs needed to be made to provide for greater flexibility when considering potential candidates for this position.
Provisions in the Personnel Rules and Regulations Rule III, Section 2, state that before the classification plan or any part of the plan becomes effective, it shall be first approved in whole or in part by the City Council through adoption of a Resolution.
ANALYSIS/DISCUSSION:
The single-position classification of Emergency Manager was approved during the 2025-26 mid-year budget process with the intent to bring back the salary plan and the class specs as a separate City Council item for review and approval. The Emergency Manager position will report directly to the Fire Chief or their designee and will administer and coordinate Citywide Emergency Management Programs in accordance with federal, state, and local laws.
