RECOMMENDATION
Staff recommends that the City Council:
1) Approve the purchase of thirteen (13) ZOLL AutoPulse NXT Mechanical CPR Devices and four (4) ZOLL X Series Advanced Monitor/Defibrillators for a total cost of $549,280.39 from account No. 22095175-53030 through ZOLL Medical Corporation; and,
2) Authorize the City Manager or designee to execute all related documents.
BACKGROUND
As part of the Rialto Fire Department's first responder and ambulance transport emergency medical services, the Department provides rapid, high-quality care for cardiac arrest and other time-critical cardiac emergencies. The Department has standardized key cardiac care equipment; however, portions of the current mechanical CPR devices and monitor/defibrillators are aging, increasingly outdated, and due for replacement. This purchase will replace aging equipment and support department standardization across 911-response operations.
ANALYSIS/DISCUSSION
In addition to mechanical CPR devices, paramedic response units are required by the State of California to be equipped with an operational cardiac monitor/defibrillator (Health and Safety Code, Division 2.5, Chapter 2, Section 1797.52). The Department's ambulances are equipped with ZOLL X Series Advanced monitor/defibrillators, while other 911-response apparatus currently utilize older units that are reaching end-of-life serviceability.
