The Active Transportation Program (ATP) was created by Senate Bill 99 (Chapter 359, Statutes of 2013) and Assembly Bill 101 (Chapter 354, Statutes of 2013) to encourage increased use of active modes of transportation, such as biking and walking.

On December 8, 2020, the City Council approved an agreement with TKE Engineering, Inc. for the Design of the project.

The Terra Vista Drive Neighborhood SRTS Improvement Project's total estimated cost is $662,371, which includes $582,371 for construction costs and $130,000 in soft costs (Design, Construction Management, Inspection, and Project Management).
