SCAQMD Proposed Amended Rule 445 - Wood Burning Devices

BACKGROUND:
The South Coast Air Quality Management District (SCAQMD) is proposing to amend Rule 445 pertaining to the manufacture, sale, installation, and use of wood-based fuels and wood-burning devices.
The amendment would codify the existing practice of declaring a “no burn” day within the SCAQMD basin when air quality thresholds are exceeded. It would also allow the use of additional contingency measures to ensure the basin meets applicable air quality standards within required timeframes. These measures would lower the existing threshold for declaring no burn days to achieve the necessary reduction in PM2.5 emissions.
ANALYSIS/DISCUSSION:
The SCAQMD will conduct a public workshop on February 27 and is accepting comments on Proposed Amended Rule 445 until March 13, 2020. The purpose of this item is to discuss whether the City should participate in the workshop and/or provide comments to SCAQMD.
