RECOMMENDATION
Request the CDBG Ad-Hoc Committee to (1) Receive presentations and consider funding applications regarding CDBG funded Public Services projects for FY 2026-2027; and (2) provide funding recommendations for the CDBG FY 2026-2027.
BACKGROUND
The City of Rialto (City), as an entitlement city, receives Community Development Block Grant (CDBG) Program funds on an annual basis from the U.S. Department of Housing and Urban Development (HUD) to carry out a wide range of community development activities to benefit low-income residents. The City anticipates we will receive an allocation of $1,100,000 of CDBG funds for FY 2027-2027.
Per its Citizen Participation Plan, the City published in the local newspaper a Notice of Fund Availability (NOFA) to notify the public that the City was inviting proposals for CDBG activities for Fiscal Year 2026-2027. Eligible applications shall be for activities designed to meet one of the City's four Strategic Plan goals identified in the 2025-2029 Consolidated Plan. The goals identified for the 2025-2029 Consolidated Plan: (1) Community Facilities and Infrastructure Improvements, (2) Public Services for Low- income residents, (3) Housing Preservation, (4) Fair Housing Services. Public service projects meeting Strategic Plan goal (2) must benefit low- and moderate-income people. An application workshop was held on Friday, February 6, 2026, at 11:00 a.m. to provide an overview of the program and explain the process. Applications were due no later than 12:00 p.m. noon on Friday, February 20, 2026.
Annually, the City can utilize up to 20% ($220,000) of their CDBG allocation for Administration of CDBG programs, this includes Fair Housing Services.
