RECOMMENDATION
Staff recommends that the City Council:
1) Approve a Professional Service Agreement Amendment No. 2 with GovInvest in an amount not to exceed $6,000 to support the City's compliance and standards required for audit readiness through actuarial valuation reports; and
2) Authorize the City Manager/Executive Director or their designee to execute all related documents.

BACKGROUND
On February 3, 2025, the City entered into a Professional Services Agreement (PSA) with GovInvest to develop an online platform for calculating labor-related expenses used in budgeting and union negotiations. The agreement includes a $7,000 implementation fee and a three-year annual subscription of $21,075, for a total contract amount of $70,225.

On May 8, 2025, the City amended the PSA to add Strategic Consulting Services and Actuarial Valuation Reports at an additional cost of $30,000, bringing the total agreement amount to $100,225.

ANALYSIS/DISCUSSION
While preparing the Other Post-Employment Benefits (OPEB) Actuarial Reports, City staff and GovInvest identified the need for additional services to generate reports at the bargaining unit level to ensure compliance with applicable standards. These services will increase the PSA by $6,000, bringing the total not-to-exceed amount to $106,225.
