RECOMMENDATION
Staff requests that City Council:

1) Award a Construction Contract to KNC Construction Inc. in the amount of $542,000 for Rialto Library Atrium Conversion, City Project No. 230203; and,

2) Authorize the City Manager or their designee to execute all related documents.

BACKGROUND
In July 2022, City staff began discussions with the Rialto Library and County ARPA compliance employees regarding a project to fund the design and construction of the conversion of the two (2) open atriums at the Rialto Library ("Project"). These under-utilized outdoor atriums would be converted into enclosed study room areas to expand Library uses. Each open atrium is approximately 300 square feet for a total area of 600 square feet. The additional square footage will extend the usable sheltered space for Library programming. The Project was evaluated and determined to be an eligible use of the County's ARPA allocation.

On November 15, 2022, the City Council approved a funding agreement with the County of San Bernardino for the Rialto Library Study Room Project. The County will reimburse all expenditures associated with the project. The Agreement establishes funding transfers by the County of an amount not to exceed $700,000 to the City on a reimbursement basis for expenditures related to the Project.
