Staff recommends that the City Council receive and file the 2024 Housing Element Annual Progress Report.
BACKGROUND
A housing element is a critical component of a City's general plan, mandated by California state law to ensure adequate housing for all economic segments of the population. This comprehensive document outlines strategies and policies to address housing needs, including affordable housing, emergency shelters, and supportive housing. It assesses existing housing stock, identifies potential sites for development, and establishes goals to accommodate projected growth over specified planning periods. Moreover, it integrates considerations for land use, transportation, infrastructure, and environmental sustainability, aiming to foster vibrant and inclusive communities while complying with state housing laws and addressing regional housing challenges.
The State of California requires that all local governments plan to meet the housing needs of everyone in the community. Local governments meet this requirement by adopting a Housing Element as part of their General Plan. Each year, local governments are required to prepare an annual progress report (APR) on the jurisdiction's status and progress with implementation of the City's Housing Element. The APR is prepared using a workbook provided by the state Department of Housing and Community Development. The completed APR is included as Exhibit A.

Preparation of an APR is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA).
