Staff recommends that the City Council authorize the release of bids for Resource Drive Reconstruction, City Project No. 26086.
BACKGROUND
The City of Rialto has received numerous claims and complaints for vehicle damage on Resource Drive from Riverside Avenue to the west end of the roadway. In the last iteration of the Pavement Management Program, Resource Drive was assessed to have a Pavement Condition Index (PCI) rating of 15. The PCI is a condition rating that ranges from 100 (a new pavement section or recently overlaid or reconstructed) to 0 for a section that has structurally failed and deteriorated dramatically. Any condition below a PCI of 40 is considered a failed pavement condition. The roadway is in dire need of rehabilitation to accommodate existing heavy truck traffic and for the safety of the City's residents and patrons who travel on Resource Drive.
ANALYSIS/DISCUSSION
The segment of Resource Drive between Riverside Avenue and the west end of the street experiences around-the-clock heavy truck traffic. The proposed construction consists of full-depth roadway reconstruction with 12" asphalt to be constructed with a Caltrans-rated mix designed for heavy truck traffic. The general layout of the segment to be reconstructed is provided below.
Pursuant to their on-call contract for Professional Services, Michael Baker International was issued a purchase order in the amount of $71,590 in December 2023, under the City Manager's signature authority, to redesign the roadway section.
