BACKGROUND:
On June 11, 2019, the City Council considered a proposal by Bridge Development Partners, LLC to develop a 382,018 square foot warehouse at the terminus of Vineyard Avenue, east of its intersection with Locust Avenue. At the conclusion of the public hearing, the Council voted to deny the project and directed staff to return with a resolution of denial at the next meeting. Prior to the Council voting on the resolution of denial, the applicant withdrew the project application.
Following June 2019 City Council meeting, the applicant resubmitted a new application in September 2019 and conducted additional community outreach for the 382,018 square foot building. After receiving largely negative responses, the applicant reduced the warehouse to 337,575 square feet and adjusted the site layout to remove vehicle access onto Maple Avenue (only emergency access is proposed), include a larger setback from Maple Avenue, add a landscape buffer along Maple Avenue, and other adjustments.
On February 5, 2020, the applicant and City staff held a meeting with the neighborhood. Many of the images in the attached presentation (Attachment 1) were displayed on presentation boards and shared with the participants. In addition, staff collected comment cards at the meeting, which are included in Attachment 2. In general, the participants expressed concerns and a lack of support for the project.
ANALYSIS/DISCUSSION:
The applicant is seeking general guidance from the Economic Development Committee on whether the project is acceptable and ready to proceed through the entitlement and environmental process.
