BACKGROUND
The Rialto Family Health Services (RFHS) has been providing services to the City of Rialto and surrounding area since 2015, including the Back on Track Project which provides coaching and mentoring to adults with penal code violations through the process of expungement and the Veterans Assistance Program which aids Veterans and family members in obtaining benefits they qualify for. RFHS has been a CDBG awardee for the past few years and was also an awardee of the Prop 47 Grant.

Since 2015 RFHS has used Room 504 office space at the Carl Johnson Center allocated to them with their hours of operation coinciding with the Rialto Community Center hours of operations, resulting in no incurred staff costs for the Parks, Recreation & Community Services Department.

The last MOU between the City and RFHS was approved in August 2016 with any rental fees waived.

ANALYSIS/DISCUSSION
The RFHS organization has for the past several years been allocated office space in Room 504 of Building 500 of the Carl Johnson Center to provide health and wellness programming for the community at large, however since November 2018 the organization has been operating on the City's premises without an updated MOU.
