Proposed Truck Terminal on Santa Ana Avenue East of Riverside Avenue

DISCUSSION:

Crown Enterprise, Inc., the applicant, proposes to develop a truck terminal on 45.73 acres of land located on the south side of Santa Ana Avenue approximately 1,800 feet east of Riverside Avenue within the Heavy Industrial (H-IND) land use district of the Agua Mansa Specific Plan.

 

Features of the proposed development include:

                     172,445 square foot truck terminal building

                     18,780 square foot maintenance building

                     280 dock doors

                     679 trailer parking spaces

                     100 tractor parking spaces

                     149 passenger vehicle parking spaces

                     Landscaping

                     Concrete tilt-up screen walls

 

The applicant has filed a Conditional Development Permit application and a Precise Plan of Design application for the project with the Planning Division. Additionally, an Environmental Impact Report, along with supporting technical studies, is being prepared for the project, in accordance with the California Environmental Quality Act (CEQA).  The Conditional Development Permit, Precise Plan of Design, and Environmental Impact Report will require a review by the Planning Commission and approval by the City Council.

 

In addition to the project entitlements, the applicant also submitted a Development Agreement application for the purpose of formalizing benefits provided to the City by the project. The applicant and the Community Development Department are currently negotiating the terms and conditions of the Development Agreement.

 

RECOMMENDATION:

Staff recommends that the EDC receive the update and provide any comments.
