BACKGROUND

The San Bernardino County Fire Protection District (SBCFPD) is a community-based, all hazard emergency services organization providing various services including emergency mitigation and management for fire suppression. SBCFPD is dedicated to the protection of the public it serves.

SBCFPD currently has ambulances that are not in use and available to loan to the City of Rialto. SBCFPD has offered to temporarily loan an ambulance to the City at no cost except as to the nominal routine maintenance of the vehicle.

ANALYSIS/DISCUSSION

Approval of this Temporary Transfer of Vehicular Equipment Agreement will provide for the safety, health and social service needs of City and County residents by enhancing the emergency response capabilities of the City of Rialto. The term of this agreement is for one year but may be terminated by either party by giving written notice and specifying the effective date thereof. [SG1]The procurement of new ambulances typically has a lead time of approximately six months. Given the unforeseen circumstances of irreparable damage to several vehicles in the past year, it is imperative to ensure the continued provision of emergency medical services without disruptions. The acquisition of a loaner ambulance will contribute significantly to maintaining operational resilience by bridging the gap between our current fleet limitations and the arrival of new vehicles.
