RECOMMENDATION
Staff requests that City Council:

1) Award a Construction Contract to Vance Corporation, a California Corporation, in the amount of $1,422,870 for the Resource Drive Reconstruction project, City Project No. 26086;
2) Authorize a task order in the amount of $93,482.46 with Onward Engineering pursuant to the City's "On-Call" Agreement for Construction Management, Inspection, and Materials Testing Services for the Resource Drive Reconstruction project, City Project No. 26086; and
3) Authorize the City Manager or their designee to execute all related documents.

BACKGROUND
The City of Rialto has received several claims and complaints for vehicle damage on Resource Drive from Riverside Avenue to the west end of the roadway. In the last iteration of the Pavement Management Program, Resource Drive was assessed to have a Pavement Condition Index (PCI) rating of 15. The PCI is a condition rating that ranges from 0 (zero) for a section that has structurally failed and deteriorated, to 100 for a new pavement section or recently overlaid or reconstructed. Any condition below a PCI of 40 is considered a failed pavement condition.
