RECOMMENDATION
Staff requests that City Council:
1) Adopt a Resolution approving the Safe Streets and Roads for All Final Safety Action Plan.

BACKGROUND
The Bipartisan Infrastructure Law established the new Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over the next five years. In fiscal year 2022, up to $1 billion was made available. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries.

The SS4A program supports the National Roadway Safety Strategy - Transportation Department's goal of zero deaths and serious injuries on our nation's roadways.

On September 13, 2022, the City Council approved staff's request to submit a grant totaling $320,000, requiring a local match of $80,000.

On February 22, 2023, staff received notification from the Federal Highway Administration (FHWA) California Division that the City of Rialto had successfully obtained a grant award for $320,000 to develop a Safe Streets for All Action Plan.

On May 9, 2023, the City Council adopted Resolution 8071, accepting the Safe Streets and Roads for All Grant through the FHWA in the amount of $320,000 for the Development of a Safe Streets and Roads For All Action Plan.

On January 9, 2024, the City Council awarded a Professional Services Agreement to Kimley-Horn and Associates for the Development of the SS4A Action Plan.

On March 28, 2025, the Department of Transportation issued a Notice of Funding Opportunity (NOFO) to solicit grant applications for SS4A-related project funding.
