RECOMMENDATION
Staff recommends that the City Council:

1) Conduct a Public Hearing to consider the placement of liens against the delinquent properties identified on Exhibit A of the resolution; and
2) Adopt a Resolution authorizing the filing of liens against certain properties for delinquent refuse accounts with the San Bernardino County Assessor-Recorder-Clerk's Office.

BACKGROUND
Each of the property owners on the "Proposed Address List for Delinquent Refuse Liens" is delinquent with payment of the refuse collection bills for their property. Although billed at the last known address on file for services provided, outstanding charges remain unpaid. Rental properties are the responsibility of the property owner. Consequently, liens are filed against the property for the full amount of any unpaid past-due charges for services rendered. A list of the properties affected by the proposed liens is attached as Exhibit A to the Resolution and is included in Attachment 1.

ANALYSIS/DISCUSSION
On January 27, 2026, the City Council approved the request to set a Public Hearing for February 24, 2026, to review and consider approval of the placement of liens related to delinquent refuse accounts.
