BACKGROUND
The City of Rialto (City) currently has a contract with GSSi, Inc., formally known as General Security Service, Inc., for unarmed security guard services for various City parks and facilities. The presence of an appropriately uniformed security guard, provided through GSSi, Inc., serves as a visible deterrent and reduces the threat of injury to the public and prevents damage, vandalism and loss of property within the parameters of each service location.

The Police Department has been tasked with building security and safety functions throughout the City, including supervising security and patrol services at various facilities. These services include security services at the following City facilities:

* Community Center Skate Park - 214 N Palm Avenue
* Metrolink Station - 261 South Palm Avenue
* Downtown Business District
* Recreation and Community Services - 214 North Palm Avenue
* Senior Center - 1411 South Riverside Avenue
* Rialto Fitness & Aquatics Center - 1243 South Riverside Avenue
* Citywide Roaming Patrol of Facilities
* Frisbie Park

In addition to the locations listed above, the security guard service is required to patrol the City facilities, parks, water facilities, wastewater treatment plant, and to respond to after-hours alarm calls at City facilities.
