RECOMMENDATION
Staff recommends that the City Council:

1) Approve a one-year Agreement for Professional Services with Social Work Action Group substantially similar to the agreement attached to the Staff Report and approved as to form by the City Attorney;

2) Approve a Purchase Order in the amount of $746,550 for Fiscal Year 2025/2026; and

3) Authorize the City Manager, or her designee, to execute all documents.

BACKGROUND
City Council approved contract services with Social Work Action Group (SWAG) on May 20, 2020, and the Rialto Police Department deployed SWAG into our community on June 1, 2020. SWAG has made a considerable amount of progress in providing quality services to our homeless population. Since SWAG's deployment, their personnel have served a total of 477 clients, connected 1,171 homeless individuals to substance abuse treatment (96 of which were Substance Abuse Placements), 632 to mental health services and have had 441 individuals exit the street. Additionally, 339 homeless individuals received sheltered housing and 102 were placed into permanent housing plans.

ANALYSIS/DISCUSSION
SWAG began their services by deploying four homeless outreach specialists Monday through Friday. In Fiscal Year 2022/2023, the need arose for homeless outreach specialists to be on duty seven days a week.
