Proposed detached single-family residential neighborhood - Lytle Development Company

DISCUSSION:
Lytle Development Company, the applicant, proposes to develop a private residential neighborhood consisting of approximately 66 detached single-family dwelling units. The project site is comprised of approximately 7.12 acres of land located on the east side of Linden Avenue approximately 300 feet north of Summit Avenue within the Single-Family Residential (R-1D) zone.
Features of the proposed development include:
• Entry gates & perimeter walls
• 66 detached single-family dwellings (9.27 dwelling units/acre)
• 3- & 4-bedroom floor plans
• 2-car garages
• Private yards
• 24 dedicated guest parking spaces
• Amenities (e.g., sports courts, tot-lots, dog park, open turf areas, etc.)
• 36-foot-wide private street for additional street-side guest parking
The proposal will require City Council approval of a General Plan Amendment to change the land use designation of the site from Residential 6 to Residential 12 and a Zone Change to change the zoning designation of the site from R-1D to R-3, since the Residential 6 and R-1D designations do not support single-family developments with the proposed density of 9.27 dwelling units per acre. Additionally, the proposal will require the approval of a Tentative Tract Map and a Precise Plan of Design. The applicant will also be required to submit the necessary environmental documentation, in accordance with the California Environmental Quality Act (CEQA).
RECOMMENDATION:
Staff recommends that the EDC review the proposal and provide any comments to the applicant and staff.
