BACKGROUND
On June 8, 2021, City Council adopted Resolution No. 7733, accepting the Clean Mobility Options (CMO) Voucher Pilot Program in the amount of $1,000,000. The City Council awarded a Professional Services Agreement to Drop Mobility, in the amount of $1,100,000 for the Bike Sharing Implementation Program, City Project No. 170810.
On July 25, 2023, City Council approved the Parks, Recreation & Community Services Department to submit a grant application for Window 1 Mobility Project Voucher (MPV) under the Clean Mobility Options (CMO) program for additional funding connected to Rialto's Bike Share Program.
ANALYSIS/DISCUSSION
The Clean Mobility Options Voucher Pilot Program (CMO) provides voucher-based funding for zero-emissions car sharing, carpooling/vanpooling, bike sharing/scooter sharing, innovative transit services, and ride-on-demand services in California's historically underserved communities.
January 2023, CMO announced additional funding for awardees of 1 MPV. The additional funding for Window 1 MPV awardees may be applied to a variety of eligible activities related to insurance compliance, capital acquisition, planning and operations, administration, outreach and marketing, participation in the Clean Mobility Alliance (CMEA) meetings.
On November 20, 2023, the CMO Program Manager approved Rialto's additional funding application, awarding the city of Rialto an additional $493,707.48. There is no match for this grant.
