Request City Council to: (1) Approve a One-Year Facility License Agreement Between the City of Rialto and Rialto Family Health Services (RFHS) for Office Space in Room 504 at the Carl Johnson Center; and (2) Authorize the City Manager or Their Designee to Execute All Necessary Documents Related to the License Agreement.

RECOMMENDATION
Staff recommends that the City Council:
1) Approve a one-year Facility License Agreement between the City of Rialto and Rialto Family Health Services for office space in Room 504 at the Carl Johnson Center; and
2) Authorize the City Manager or their designee to execute all necessary documents related to the License Agreement.
BACKGROUND
Rialto Family Health Services (RFHS) is a community-based nonprofit organization providing vital services in Rialto and the surrounding area since 2015, including:
* Back on Track Project: coaching and mentoring for adults navigating record expungement.
* Veterans Assistance Program: helping veterans access earned benefits.
* Various other initiatives like mental health, cooking education, and caregiver support.
RFHS has utilized Room 504 at the Carl Johnson Center since 2015, under a rent-free MOU approved by Resolution No.?6992. This MOU expired, and on November 15, 2022, the City Council approved a Facility License Agreement granting RFHS use of the space for eight months, with two optional one-year extensions. RFHS wishes to continue to occupy the space within Building 500; City staff and RFHS are requesting to enter into a new agreement.
ANALYSIS/DISCUSSION
RFHS fulfills critical community health needs through coaching, mentoring, and social services, fully aligning with Rialto's mission to support resident wellness and empowerment.
