BACKGROUND:
On August 23, 2016, the Mayor and City Council directed staff to begin the planning process for the construction of an additional Fire Station located in the area of 185 S. Willow Avenue. The proposed project includes constructing a temporary facility to expedite improvements in the delivery of emergency services in the area, and a longer-term solution that would include a permanent Fire Station. On September 27, 2016, Council awarded a Professional Services Agreement to STK Architecture Inc. (STK) in the amount of $49,990 for Site Design and Planning Services for the Proposed Temporary facilities (Phase I) (Attachment 1). The design for Phase I is close to completion and staff is ready to advertise the project for bids. The work to be bid in Phase 1 includes overall site grading and drainage improvements, an apparatus building, temporary staff living quarters, parking, and underground utilities for proposed and future facilities.

The next step in the process is to proceed to final design of the permanent Fire Station. To do this, staff recommends that the City amend the professional services agreement with STK to add the scope of work for the design of the permanent Fire Station Building. Exhibit "A" of the Professional Services Agreement with STK (Attachment 2) provides the detailed scope of work.
