Request City Council to Authorize the Purchase of Fifty (50) Active Shooter Vest Kits from Aardvark for a Total Cost of $20,160.03.

BACKGROUND:

The Police Department received funding in the amount of $20,165.00 from the FY15 Homeland Security Grant Program to purchase safety equipment, specifically fifty (50) Active Shooter Vest Kits, for patrol officers who respond to an Active Shooter event. 

 

ANALYSIS/DISCUSSION:

Oftentimes suspects involved in an active shooter event utilize high caliber ammunition to defeat the soft body armor of first responding law enforcement personnel.   Traditional bullet resistant vests deployed by front line personnel are not designed to stop high caliber ammunition from penetrating the vest and severely injuring the wearer.  Bulky, heavy armor, typically worn by SWAT team members are not practical, and not cost effective to deploy on non-SWAT team members.  Rapid deployment vests provide an advanced level of threat protection to vital organs which a soft body armor cannot.      

 

The Police Department searched various types of active shooter rapid deployment vest kits and determined the Aardvark AARD-10196 Active Shooter Vest Kit best fits the needs of the department. This kit includes an armor plate carrier vest, Police ID patches, and two multi-curve Level IV armor plates.  This kit provides officers with the ability for rapid deployment, good mobility, and the threat protection level desired should they encounter a heavily armed suspect.

 

In September the bid process was opened with twelve bids received by the due date of September 27, 2017.      

 

Staff is recommending approval of the bid through Aardvark due to the best available pricing which meets the exact bid specifications.  The bids from Aardvark and Galls, LLC are the only two vendors that provided the active shooter rapid deployment vest kits with the multi-curve armor plates which aid in the mobility and comfort of the officers.

The City of Rialto will not take delivery of any equipment prior to final inspection and acceptance.

 

ENVIRONMENTAL IMPACT:

The proposed action is not a “Project” as defined by the California Environmental Quality Act (CEQA).  Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  According to Section 15378(b), a Project does not include:  (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY:

The City of Rialto has outlined key goals and objects relating to public safety. The purchase of this equipment is consistent with meeting these objectives.   

 

Goal 5-8: Provide effective and comprehensive policing services that meet the safety needs of Rialto.

 

LEGAL REVIEW:

The City Attorney has reviewed and approved the staff report.

FINANCIAL IMPACT:

Funding is available in FY16/17 budget in Homeland Security Grant Account No. 247-500-6972-2021 in the amount of $19,900 and $265 in Account No. 247-500-6972-1050, which will be carried forward to FY17/18. Staff will process a Budget Adjustment moving funds to Homeland Security Grant Account No. 247-500-6972-2021 for the purchase of fifty (50) Active Shooter Vest Kits from Aardvark in the amount of $20,160.03.

 

RECOMMENDATION:

Staff recommends that the City Council approve the purchase of fifty (50) Active Shooter Vest Kits from Aardvark in the amount of $20,160.03.
