Request City Council to Accept a Donation in the Amount of $7,483.48 from the Lorne Eastwood Rescue Equipment Trust Fund, Adopt Budget Resolution No. 7254 and Direct Staff to Restrict the Use of the Funds to the Purchase of Rescue Equipment.

BACKGROUND:

The Rialto Fire Department was contacted by the Lorne Eastwood Rescue Equipment Trust Fund in November 2017.  The Lorne Eastwood Rescue Equipment Trust Fund is a local organization created to enhance the Fire Department’s delivery of technical rescue response.  The organization expressed its intent to donate $7,483.48 to the City of Rialto to be used for Fire Department rescue equipment. 

 

ANALYSIS/DISCUSSION:

The donation amount was not anticipated and is not contemplated in the Fire Department’s FY2017-18 budget.  In order to accept the donation and use it for its expressed purpose a Budget Resolution to receive the donation and direction to restrict the use of the funds are required.

 

ENVIRONMENTAL IMPACT:

The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA) Guidelines.  A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  By definition, a Project does not include:  The creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment according to Section 15378 (b)(4) of the CEQA Guidelines.

 

GENERAL PLAN CONSISTENCY:

Our City government will lead by example, and will operate in an open, transparent and responsive manner that meets the needs of the citizens and is a good place to do business.  This action is also consistent with the following policy:

 

5-3.1:                      Provide for fire personnel, equipment and fire stations to have adequate and appropriate resources to meet the needs and serve all areas of Rialto.

 

LEGAL REVIEW:

The City Attorney has reviewed and approved the staff report

FINANCIAL IMPACT:

There is no cost to the City in accepting the donation.  The donated amount will be deposited in the General Fund Account No. 010-400-5174-7799-180007-01 and an appropriation in same amount will be placed in General Fund Account No. 010-500-5174-2021-180007-07.  These funds, upon direction from Council, will be restricted for the purchase of rescue equipment.

 

RECOMMENDATION:

Staff recommends that City Council accept the donation in the amount of $7,483.48 from the Lorne Eastwood Rescue Equipment Trust Fund, adopt the Budget Resolution, and direct staff to restrict the use of the funds to the purchase of rescue equipment
