Title
Request City Council to Approve an increase of $30,000 to Purchase Order No. 2018-0424 for a total of $45,000 to Zoll Medical Corp for Medical Equipment Supplies for Fiscal Year 2017/18.

BACKGROUND:
As part of the Rialto Fire Department's (RFD) first responder and ambulance transport medical services, the Department consumes a variety of durable and disposable supplies. The Fire Department has standardized its cardiac monitors and mechanical CPR machines and buys supplies for these capital items in bulk from the manufacturer Zoll Medical Corp.

ANALYSIS/DISCUSSION:
In addition to the mechanical CPR devices, all paramedic response units are required by the State of California (Health and Safety Code, Division 25, Chapter 2, Section 1797.52) to have an operational Cardiac Monitor/Defibrillator at all times. The related durable and disposable supplies for these monitors are also required to be maintained at various levels by the Inland Counties Emergency Medical Agency (ICEMA). The Fire Department anticipates a need to purchase supplies in excess of the current purchase order amount but not to exceed $45,000.

ENVIRONMENTAL IMPACT:
The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA). A "Project" means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. By definition, a Project does not include: The creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment according to Section 15378 (b)(4) of CEQA.
