Request City Council to Approve a First Amendment to the Professional Services Agreement with STK Architecture Inc., in the amount of $12,900 for a total of $62,890 for the Design of Temporary Living Quarters at Fire Station 205.

BACKGROUND:

On September 27, 2016, Council awarded a Professional Services Agreement to STK Architecture Inc. (STK) in the amount of $49,990 for Site Design and Planning Services related to proposed temporary facilities at the Fire Station 205 site (Phase I) (Attachment 1).  The design for Phase I is complete and the project ready to advertise for bids; however, the City needs a design for temporary living quarters.  The scope of work in Phase 1 includes overall site grading and drainage improvements, an apparatus building, parking, and underground utilities for proposed and future facilities.

 

ANALYSIS/DISCUSSION:

The next step in the process is to include the temporary staff living quarters as a design/build deferred submittal.  It was initially envisioned that the temporary living quarters would be provided using pre-fabricated modular units purchased by the City through an existing GSA contract; however, staff has determined that this is not the best option because the GSA contract does not provide for a feasible modular building option that will meet the City’s needs.  STK proposes to prepare the bidding documents to include the following: floor plan, exterior elevations, reflected ceiling plan, power/communication plan, finish schedule, and specifications.  Staff recommends that the City amend the professional services agreement with STK to add the scope of work for the design of the Temporary Living Quarters.  Exhibit “A” of the proposed Professional Services Agreement with STK (Attachment 2) provides the detailed scope of work.

 

Staff has reviewed the credentials and previous work performed by STK.  Staff also solicited feedback from some of their previous clients and finds them to be competent and well suited for the project.  References included San Bernardino County, Riverside County, Moreno Valley, and the City of El Cajon.  Staff has also met with STK to review the final project proposal and determined that they have a good understanding of the project and the City’s objectives ensuring that the proposed scope of services will meet the City’s needs.  Staff recommends the selection of STK for the Temporary Quarters design work in accordance with the City’s purchasing ordinance, allowing selection of the professional services based on demonstrated expertise as referenced and being consistent with RMC 2.48.440 and 2.48.250.

 

ENVIRONMENTAL IMPACT:

Section 15262 of the California Environmental Quality Act (CEQA) Guidelines states that “a project involving only feasibility or planning studies for possible future actions which the [City] has not approved, adopted, or funded does not require preparation of an Environmental Impact Report or Negative Declaration.”  The consultant will need to consider environmental factors in the design work, but the City will comply with CEQA prior to the start of construction.

 

GENERAL PLAN CONSISTENCY:

Approval of this action complies with the following City of Rialto Guiding Principle:

This action is also consistent with the following General Plan Goals and Policies:

 

Goal 5-3:                      Provide for fire personnel, equipment, and Fire Stations to have adequate and appropriate resources to meet the needs and serve all areas of Rialto.

Policy 5-3.3:                      Require that development be phased in relation to the City’s ability to provide an adequate level of fire protection, as per the City standards.

Policy 5-3.7:                      Add service level capability and infrastructure to meet increasing demand of new development.

Goal 5-7:                     Maintain a high level of emergency response capability.

 

LEGAL REVIEW:

The City Attorney has reviewed and approved the staff report.

 

FINANCIAL IMPACT:

Sufficient budget is available in Fire Development Impact Fund Account No. 217-500-5176-3001-170203-01, for the design of Temporary Living Quarters for Fire Station No. 205, at the total not-to-exceed additional contract amount of $12,900.

 

BUSINESS LICENSING:

Prior to execution of the Amendment No. 1, the vendor will pay $79 toward a Business License tax at the Professional Service rate.

 

RECOMMENDATION:

Staff recommends that the City Council Approve the First Amendment to the Professional Services Agreement with STK Architecture, Inc., in the additional amount of $12,900 for a total cumulative not-to-exceed amount of $62,890.
