Request City Council to (1) Approve a Purchase Order Increase to Community Works Design Group in the Amount of $14,960 for Civil Design Services to Prepare Plans and Specifications for the Frisbie Park Field Lights Project.

BACKGROUND:

Frisbie Park is located at 598 E. Easton Street.  The park consists of 18.9 acres of existing park improvements, including three baseball diamonds, three softball diamonds, two basketball courts, a playground area, a pavilion, two concessions facilities, and restroom facilities. 

 

Recently, the City initiated a number of improvements to Frisbie Park, including design and delivery of new prefabricated restroom and concessions buildings serving the baseball league, Americans with Disabilities Act (ADA) path of travel improvements, and a future expansion of the park.  These improvements will expand, modernize, and upgrade the park for the community.

 

ANALYSIS/DISCUSSION:

Frisbie Park has six (6) baseball fields with the northeasterly field having a deficiency of sports field lighting.  There is a need for lighting on this field to improve the level of service to the community.

 

On January 9, 2018, the City Council authorized issuance of a Purchase Order to Musco Sports Lighting, LLC in the amount of $153,005 for fabrication of poles and light fixtures.  City staff requested proposals from professional design firms to prepare plans, specifications and bid documents for the installation of the Frisbie Park Sports Lighting. 

 

The City received proposals from the following firms:

 

                     Community Works Design Group

                     STK

                     IDS Group, Inc.

 

The scope of proposals consisted of preparation of construction documents including demolition plans, construction plans/details, structural details/calculations, electrical plans, and other required modifications to accommodate construction of the project.

 

City staff reviewed the proposals and recommends selection of Community Works Design Group for preparation of construction and bid documents related to the Frisbie Park Field Lights Project (City Project No. CB1803).  Attachment 1 is the proposal submitted by Community Works Design Group.

 

ENVIRONMENTAL IMPACT:

This request is not a “Project” as defined by the California Environmental Quality Act (CEQA).  Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principle 3A in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Approval of this action also complies with the City of Rialto General Plan Goal and Policies:

Goal 3-11:                      Provide community facilities that adequately support established programs, can accommodate future needs, and are accessible to all members of the community.

 

LEGAL REVIEW:

The City Attorney has reviewed and approved the staff report.

 

FINANCIAL IMPACT:

Sufficient budget is available in the Park Development Impact Fund Account No. 210-500-4760-3001-cb1803-01 for the Purchase Order amount of $14,960 for proposed professional services.

 

LICENSING:

A payment of a Business License tax at the Professional Service rate in the amount of $79 will be paid by the vendor prior to execution of Amendment No. 1 to the subject Professional Services Agreement.

 

RECOMMENDATION:

Staff recommends that the City Council Approve a Purchase Order Increase to Community Works Design Group in the amount of $14,960 for professional services related to the design of the Frisbie Park Sports Lighting Project (City Project No.CB1803).
