Request City Council to Authorize the Release of Request for Bids No. 18-089 for the Randall Avenue Widening Improvements Project, City Project No. 140809

BACKGROUND:

This project widens Randall Avenue to meet the City’s standard for a Secondary Arterial.  The Randall Avenue Widening Improvements include pavement and striping to include a painted median, one standard travel lane in each direction along with 6-foot wide bike lanes, 8-foot wide parking areas, and sidewalks on both sides.  The proposed improvements also include the addition of turn lanes at the Cactus Avenue, Bloomington Avenue, Lilac Avenue, and Riverside Avenue intersections.  The project also includes improvements to the six-legged intersection of Randall Avenue, Bloomington Avenue and Lilac Avenue for improved visibility and upgrades to comply with current standards, in conformance with the Americans with Disabilities Act (ADA) and the California Manual on Uniform Traffic Control Devices (CA MUTCD) requirements.  The project also includes drainage system modifications to minimize impacts to adjoining properties.

 

ANALYSIS/DISCUSSION:

Staff has coordinated with design consultants to complete the construction documents, including plans and specifications for the widening of Randall Avenue between Cactus Avenue and Riverside Avenue.  Staff is requesting authorization to advertise the project for bidding.  Staff will advertise the project on Planet Bids, in the San Bernardino County Sun newspaper, post it on the City’s website and submit it to various plan rooms.

 

The construction drawings and contract specifications for the project are identified as Request for Bids (RFB) No. 18-089.  The following is the tentative schedule for the bid process:

The proposed advertise date is contingent upon the results of the SB 1 grant funding application submitted by the City on January 31, 2018.  The requested grant funding for this project is approximately $1 million.  Staff expects Caltrans to announce the results on April 26, 2018.  The above schedule is tentative since the grant funding will require Caltrans authorization to proceed, which could take 60 to 90 days.  If the grant funding is unsuccessful, the project will proceed using funding already budgeted and available in the Measure I account and the project will be advertised earlier in May.  The Engineer’s estimate for construction is approximately $2,400,000.

 

ENVIRONMENTAL IMPACT:

The City prepared an Initial Study and Mitigated Negative Declaration (IS/MND) for the Randall Avenue Widening Project.  The City circulated the Initial Study for public review and comment for a 30-day period, from May 3, 2015 to June 3, 2015.  The City did not receive any comments.  The Development Review Committee reviewed the Randall Avenue Widening and approved a Mitigated Negative Declaration on May 3, 2017.  On May 3, 2017, the City filed a Notice of Determination (NOD) with the County Clerk.  Copies of the IS/MND and NOD are included as Attachments 1 & 2.

 

GENERAL PLAN CONSISTENCY:

The City of Rialto General Plan outlines key Goals and Objectives through which the City looks to minimize congestion on the local road network, create opportunities and incentives for people to avoid use of their cars for short trips and maintain a circulation system that supports local businesses’ needs.  These efforts will contribute to reductions in greenhouse gas emissions pursuant to State mandates.

 

Goal 3-6:                     Require that all developed areas within Rialto are adequately served with essential public services and infrastructure.

 

Goal 3-7:                     Upgrade public infrastructure as an inducement to promote private investment.

 

Goal 4-1:                     Provide transportation improvements to reduce traffic congestion associated with regional and local trip increases.

 

LEGAL REVIEW:

The City Attorney has reviewed and approved the staff report.

 

FINANCIAL IMPACT:

Operating Budget Impact

The proposed action will not affect the Operating Budget.  The roadway widening will upon completion increase the City’s street maintenance responsibilities. 

 

Capital Improvement Budget Impact

Sufficient budget is available in the Measure I Fund 201 Account No. 201-500-4310-3001-140809 for the amount of $2,400,000.  The project is included in the Capital Improvement budget and this proposed action will not affect the Capital Improvement Budget.

 

Licensing

The proposed action will not require any licensing.

 

RECOMMENDATION:

Staff recommends that the City Council Authorize the Release of Request for Bids No. 18-089 for the Randall Avenue Widening Improvements Project, City Project No. 140809.
