Request City Council to Approve a Purchase Order with Adamson Police Products in the Amount of $19,330.35 for AVON Particulate Respirator Protection Masks and Filters.

BACKGROUND:

Law Enforcement first responders are required to conduct enforcement, investigative, safety, and security duties in all types of environments.  When hazardous gases, irritants, or chemical agents contaminate an operation area and adequate respiratory protective equipment is not available, the ability for personnel to perform these duties is greatly impacted. 

 

ANALYSIS/DISCUSSION:

Police personnel exposed to hazardous irritants can become casualties and could reduce the effectiveness of law enforcement operations.  Some incidents, which present respiratory challenges for first responders include chemical/gas leaks, airborne hazmat vapors, non-lethal gas deployment on a barricaded subject, and the non-lethal deployment of gaseous irritants for crowd control in riot control situations.  Rialto Police Department uniformed patrol personnel are typically the first law enforcement responders for most of these types of incidents.

 

The Rialto Police Department researched various types of protective masks and determined the AVON Protection C50 All Challenge Mask best fits the needs of the department.  This mask provides maximum operational flexibility to counter multiple scenarios.  The C50 All Challenge Mask offers high protection, outstanding field of vision, and superior comfort.  The innovative design features of the C50 All Challenge Mask optimize the user’s time in an operational area.  If approved, this order of gas masks would be distributed to uniformed sworn personnel.

 

In February 2018, the City opened bids with four bids received by the due date of March 8, 2018.  Staff recommends approval of the bid by Adamson Police Products as the lowest qualified bid offering the AVON Protection C50 All Challenge Mask and AVON Protection Mask filters

 

The tables below show the pricing and the bid abstract is attached.  Staff confirmed the Adamson Police Products’ proposal as current.

ENVIRONMENTAL IMPACT:

The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Act (CEQA).  A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:

 

1)    Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making

 

2)    Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY:

The City of Rialto has outlined key goals and objects relating to public safety.  The purchase of this technology is consistent with meeting these objectives.   

Goal 5-8: Provide effective and comprehensive policing services that meet the safety needs of Rialto.

 

LEGAL REVIEW:

The City Attorney has reviewed and approved the staff report.

 

FINANCIAL IMPACT:

 

Operating Budget Impact

Funding is budgeted and available in FY10-11 COPS Annual Grant Account No. 214-500-6956-2021 in the amount of $1,731.30 and $17,599.05 in FY15-16 COPS Annual Grant Account No. 214-500-6907-2021 for the total purchase amount of $19,330.35 for AVON Particulate Respirator Protection Masks and mask filters.  Per Rialto Municipal Code Section: 2.48.145 a vendor disclosure form is attached.

 

Capital Improvement Budget Impact

No immediate impact to Capital Improvement Budget.

 

Licensing

The Rialto Police Department will be purchasing respirator masks and filters from Adamson Police Products, Inc., located in the City of Los Alamitos, California.  A business license is not needed from this vendor because the purchase of goods will be performed outside the City of Rialto.

 

RECOMMENDATION:

Staff recommends that the City Council approve a purchase order with Adamson Police Products in the amount of $19,330.35 for (50) AVON Particulate Respirator Protection Masks and (13) 4-packs of AVON Protection Mask filters.
