Request City Council to Approve a Travel and Training Request for Lieutenant Dean Hardin to attend Senior Management Institute for Police (SMIP) of the Police Executive Research Forum (PERF) in the Estimated Amount of $10,405.60, Budgeted in the Proposed Fiscal Year 2018/19 Budget.

BACKGROUND:

On July 28, 2015, the City Council adopted Resolution No. 6789 establishing a policy that requires City Council approval of all out-of-state travel and training requests for City staff where the total costs exceed $3,000.  To comply with this policy, staff requests the City Council’s approval for Lieutenant Dean Hardin to attend the SMIP program in Boston, Massachusetts on July 8 - July 26, 2018. 

 

The SMIP (Senior Management Institute for Police), is a program of the Police Executive Research Forum which was founded in 1976 as a nonprofit organization.  The Police Executive Research Forum (PERF) is a policy and research organization and a provider of management services, and executive-level education to support law enforcement agencies.  PERF provides the type of training that helps to improve the delivery of police services through the exercise of strong National leadership; public debate of police and criminal justice issues; and research and policy development.

ANALYSIS/DISCUSSION:

The SMIP (Senior Management Institute for Police) program is one of the Nation’s top law enforcement management courses and is highly desired and recommended under the Chief’s development and succession planning of Executive Command Staff members.

The SMIP provides senior police executives with intensive training in the latest management concepts and practices used in business and government, as well as discussions of the most challenging issues facing law enforcement executives today.  The SMIP is a demanding three-week course, and the faculty for the course includes professors from top universities, such as Harvard’s School of Law, successful law enforcement chief executives from across the nation, and subject matter experts from the private sector.  It is designed for mid-to upper-level police executives who ultimately will lead police agencies.  SMIP’s curriculum addresses the issues that demand the attention of today’s forward-thinking law enforcements leaders and their organizations. 

Classes are held at Boston University, where participants learn and reside in the university’s classrooms and residence hall.  Tuition for the SMIP session includes instruction, books, materials, program activities and events, lodging and meals for the duration of the program.  Tuition does not include travel expenses (airfare and rental car). 

Upon graduation SMIP participants will have a clear understanding of general management theory, policy development, planning processes, and organizational behavior.  Topics such as diversity, political management, organizational strategy, performance management, organizational change, leadership, managerial problem-solving, career planning, negotiation, process analysis, media relations, and new policing strategies and innovations are discussed and trained on.     

ENVIRONMENTAL IMPACT:

The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Act (CEQA).  A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:

1.                     Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making

 

2.                     Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment

 

GENERAL PLAN CONSISTENCY:

The City of Rialto has outlined key goals and objects relating to public safety.    

Goal 5-8: Provide effective and comprehensive policing services that meet the safety needs of Rialto.

LEGAL REVIEW:

The City Attorney has reviewed and approved this staff report.

 

FINANCIAL IMPACT:

Operating Budget Impact

The total estimated cost for Lieutenant Hardin to attend the training is approximately $10,405.60. Registration includes instruction, books, materials, program activities and events, lodging and meals for the duration of the program.

 

The upfront estimated costs for training are identified as follows:

 

Registration: $9,550.00

Airfare and Ground Transportation: $765.60

Travel Per Diem: $90.00

Total Cost: $10,405.60

 

Budget for Lieutenant Hardin’s SIMP Training on July 8 - July 27, 2018 in the estimated amount of $10,405.60 will be available in General Fund Police Training/Scheduling Account No. 010-500-6285-2022 in the 2018/19 fiscal year budget once approved by Council later this year.

 

Capital Improvement Budget Impact

No immediate impact to the Capital Improvement Budget.

 

Licensing

A business license is not required for training.

 

RECOMMENDATION:

Staff recommends that the City Council approve the travel and training request to attend the Senior Management Institute for Police (SMIP) for Lieutenant Dean Hardin on July 8 - July 27, 2018.
