Request City Council to Approve the Issuance of a Purchase Order to Drop Deck Depot of Atlanta, GA in the amount of $20,915 for an Enclosed Hydraulic Drop Deck Trailer.

BACKGROUND:

The Public Works Streets, Parks, and Facilities Divisions perform various concrete work throughout the City.  This work includes concrete grinding, saw cuts, removals, and installations.  To accomplish this, staff loads a multitude of power, motorized, and hand tools into the beds of pickup trucks.  The job sites are sometimes in locations where the tools would be unsecure, which can lead to theft.

 

In an ongoing effort to increase work productivity, staff is attempting to consolidate all the concrete tools into one secure trailer.  This would allow crews to have all tools on site for any concrete work that is needed.  It also allows all the tools to be stored and secured in one location.

 

ANALYSIS/DISCUSSION:

The City of Rialto’s Procurement department advertised Request for Bid (RFB) No. 18-117 for an HGL 10614E Enclosed Hydraulic Drop Deck Trailer on May 30, 2018 and the bid closed on June 14, 2018.  The City was willing to accept bids for alternate type products with equivalent features and capabilities.  Specifications are as follows (See ATTACHMENT #1):

2.                     Electric Brakes w/Brakes on all Wheels

4.                     Wired for Vehicle Connected Battery Charging while in Tow

5.                     7 Gauge Flooring

6.                     E Track Security System

7.                     Powdercoat Black with White Exterior Skin

 

Two hundred ninety three (293) vendors where formally solicited for bids with no bidders responding.  Staff received three (3) informal bids prior to the formal bid process.  Of the three (3) bids received, the lowest bid was submitted by Drop Deck Depot (see Table Below).

A copy of the Bids are included as Attachment 2.  The equipment is delivered fully assembled and ready for use.  Delivery is expected four (4) to six (6) weeks after order placement.

 

ENVIRONMENTAL IMPACT:

The requested action is not a “project” as defined by the California Environmental Quality Act (CEQA).  Pursuant to Section 15378(a) means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  According to Section 15378(b), a project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principal 3A in the General Plan:

LEGAL REVIEW:

The City Attorney has reviewed and approved the staff report.

 

FINANCIAL IMPACT:

Operating Budget Impact

The purchase of this trailer will require $915 to be absorbed in the Streets Division annual repair budget.

 

Capital Improvement Budget Impact

Budget in the amount of $20,000 is available in the Carry-Over Rolling Stock Equipment Fund Account No. 300-500-7304-3050.  Additional funding is available in 010-500-7305-2011 for $915.00 for this purchase.  A copy of the Disclosure form is included as Attachment No. 3

 

Business Licensing

A City Business license is not required as this is a purchase of goods.

 

RECOMMENDATION:

Staff recommends that the City Council Approve the Issuance of a Purchase Order to Drop Deck Depot of Atlanta, GA in the amount of $20,915 for an Enclosed Hydraulic Drop Deck Trailer.
