Request City Council to Award Bid #18-113 and Approve the Issuance of a Purchase Order for Regulatory Street Signs and Supplies from Statewide Traffic Signs in the amount of $17,882.41.

 

Body

BACKGROUND:

The Public Works Traffic Safety Division annually replaces worn out, faded, or damaged signs.  Over the past couple of years, the division has been using its in-stock supply to accomplish this task.  This has resulted in a dwindling supply and it needs to be replenished.

 

Additionally, the City has multiple areas that are in need of new or replacement regulatory signs.  Regulatory street signs consist of stop, yield, directional, speed limit, parking, and other signs that regulate traffic movement.  Although this order will not fix all areas within City limits, it will continue the process of replacement and increase the reflectivity of the City’s regulatory signs.

 

ANALYSIS/DISCUSSION:

The City of Rialto’s Procurement department advertised for a bulk sign purchase on May 16, 2018 and the bid closed on May 31, 2018.  Four hundred sixty one (461) vendors where solicited for bids with eight (8) responding.  The responding bidders were:

 

                     Statewide Traffic Signs, Riverside, CA;

                     Safeway Sign, Adelanto, CA;

                     ConServ Flag, Sidney, NE;

                     Main Street Signs, Ontario, CA;

                     Zumar Ind., Santa Fe Springs, CA;

                     BC Traffic Specialist, Orange, CA;

                     Full Traffic Maintenance, Corona, CA;

                     Fusion Sign & Design, Riverside, CA

 

The bid included seventeen (17) various regulatory signs, aluminum extruded blades, square post caps, and 90 degree cross piece for extruded blades.  Of the eight (8) bidders, Statewide Traffic Signs of Riverside, CA was determined to be the lowest responsive bidder.  The alternate bid was not selected in order to keep all signs consistent within the City.  A copy of the Abstract of Bids is included as Attachment #1.  A copy of the Disclosure form is included as Attachment #2.

ENVIRONMENTAL IMPACT:

The requested action is not a “project” as defined by the California Environmental Quality Act (CEQA).  Pursuant to Section 15378(a) means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  According to Section 15378(b), a project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principal 3A in the General Plan:

LEGAL REVIEW:

The City Attorney has reviewed and approved the staff report.

 

FINANCIAL IMPACT:

Funding is budgeted and available in Traffic Safety Maintenance Fund Account No. 010-500-7308-2021 for this purchase.

 

Operating Budget Impact

This purchase has a direct reduction of operating fund balance for the Traffic Safety Division in Public Works.

 

Capital Improvement Budget Impact

This purchase does not impact the Capital Improvement Budget.

 

Licensing

A City Business License is not required as this is a purchase of goods.

 

RECOMMENDATION:

Staff recommends that the City Council award bid #18-113 and approve the Issuance of a Purchase Order for Regulatory Street Signs and Supplies from Statewide Traffic Signs of Riverside, CA, in the amount of $17,882.41.
