Request City Council to Adopt 1) Resolution No. 7356 calling and giving notice of holding a General Municipal Election on November 6, 2018; 2) Resolution No. 7357 requesting the Board of Supervisors to consolidate this Election with the Statewide General Election, and 3) Resolution No. 7358 Adopting regulations for candidates pertaining to candidate statements.

BACKGROUND:
On October 19, 1982, the Mayor and City Council adopted Ordinance No. 860, which changed the City’s Election Day from the first Tuesday after the first Monday in April to the same day as the Statewide General Election.
Although elections occur every two years, these resolutions are routine in nature as they relate to the conduct of elections.
ANALYSIS/DISCUSSION:
The City of Rialto conducts a regular election every even numbered year. This year the election will be held on Tuesday, November 6, 2018 for the purpose of electing two Members of the City Council, each to serve four-year terms.
ENVIRONMENTAL IMPACT:
The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA). A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. Pursuant to Section 15378 (b)(5) a project does not include organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
GENERAL PLAN CONSISTENCY:
The request is consistent with Guiding Principle 3A of the Rialto General Plan:
Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.
LEGAL REVIEW:
The City Attorney has reviewed and approved the staff report and resolutions.
FINANCIAL IMPACT:
Operating Budget Impact
$105,000 has been budgeted in Account No. 010-500-3161-2021 for the November 6, 2018 General Municipal Election
Capital Budget Impact
This action will not affect the Capital Improvement Budget.
RECOMMENDATION:
Staff recommends that the City Council Adopt three Resolutions: 1) calling and giving notice of holding a General Municipal Election on November 6, 2018; 2) requesting the Board of Supervisors to consolidate this Election with the Statewide General Election, and 3) Adopting regulations for candidates pertaining to candidate statements.
