Request City Council to Approve a Professional Services Agreement with Community Works Design Group in the Amount of $32,230 for Design of the Community Center Basketball Court Resurface Project, City Project No. CB1901.

BACKGROUND:

The City of Rialto currently operates the Rialto Community Center located at 214 N. Palm Avenue.  The facility has recently received exterior painting improvements with the Facility Painting Project (No. CB1501), perimeter-fencing improvements with the Community Center Fence Project (No. CB1601), and the Community Center ADA Improvements Project (No. 150305) is currently under construction.  Phase I of the Interior Building Improvements Project No. CB1804 is in the final stages of the design phase.

 

ANALYSIS/DISCUSSION:

The 2018-2019 Community Development Block Grant General Amendment approved funding of proposed improvements for the Johnson Center Outdoor Basketball Court Rehabilitation Project.  The scope of the project includes resurfacing of the basketball courts, replacing backboards and nets as necessary, adding seating, and providing a new shade structure for the added seating.  As part of the overall renovation of the Johnson Center, the rehabilitation of the basketball courts coincides with painting of the facility, the fence improvements, and the renovation work on the buildings. 

 

The City requested proposals for design services from four known qualified consultants that had previously been short-listed for similar services and/or are currently working for the City in a similar capacity.  The City received three proposals for the requested design services required for the Community Center Basketball Resurface Project (No. CB1901) from the following consulting firms:

 

                     Community Works Design Group

                     IDS Group

                     SVA Architects

 

City staff reviewed the proposals and concluded that the proposal submitted by Community Works Design Group (CWDG) best meets the City’s needs for design of the Community Center Basketball Resurface Project based upon their knowledge and understanding of the project, past experience on similar projects, and completeness of their proposal.  CWDG’s proposal provides for geotechnical investigation, construction plan preparation, structural calculations, and cost estimates.  A copy of CWDG’s proposal is included as Attachment 1 and their conceptual rendering is included as Attachment 3.

 

Staff has prepared a Professional Services Agreement (PSA) with CWDG for the subject design services; a copy of the proposed PSA with CWDG is included as Attachment 2

 

ENVIRONMENTAL IMPACT:

The requested City Council action is not a “Project” as defined by the California Environmental Quality Act (CEQA).  Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  According to Section 15378(b), a Project does not include:  (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principle 3A in the General Plan:

LEGAL REVIEW:

The City Attorney has reviewed and approved the staff report and PSA.

 

FINANCIAL IMPACT:

Operating Budget Impact

The proposed action will not affect the Operating Budget.

 

Capital Budget Impact

Funds are budgeted and available for the Community Center Basketball Resurface Project in the Community Development Block Grant Fund Account Number 234-500-1856-3001-CB1901-01 for design activities.  Table 1 below shows the adopted budget detail for the project.

Licensing

Prior to execution of the Professional Services Agreement/Purchase Order, the vendor shall submit a business license application and pay a Business License tax at the Professional Service rate of $104.00, as well as the applicable Administration and State fees.

RECOMMENDATION:

Staff recommends that the City Council Approve a Professional Services Agreement with Community Works Design Group in the amount of $32,230 for design of the Community Center Basketball Resurface Project No. CB1901.
