BACKGROUND:
On August 14, 2018, Mayor Pro Tem Scott requested that staff provide a report that discussed the use of revenues derived from community facility districts (CFD) for public safety services. On September 25, 2018, Council received the report and approved the addition of two Police Officers utilizing General Fund reserves.

ANALYSIS/DISCUSSION:
Council approved the fiscal year (FY) 2018/2019 budget on August 14, 2018 and authorized 75 police officers. On November 13, 2018, Council approved two additional officers. The City's total authorized police officers increased to 77; total police department positions increased from 146 to 148. The approval of another two police officers will bring the City's officer total to 79; total department positions increase to 151. The annual salary and benefit cost of a Police Officer at step 4 is $128,065. The cost to add one Police Officer position for the remaining six months of fiscal year 2018/2019 is $64,032. A General Fund reserve appropriation of $128,065 is required to add two Police Officers for the remaining six months of the fiscal year.

ENVIRONMENTAL IMPACT:
The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA). A "Project" means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
