Request City Council to Authorize the Release of Request for Bid No. 19-030 for the Annual Slurry Seal Project, City Project No.180805.

BACKGROUND:

As part of the Capital Improvement Program (CIP), the Public Works Department budgets funding annually for street maintenance projects.  An important part of preventative street maintenance is to install a slurry seal over existing street pavement.  A slurry seal is a mixture of oil, sand and water, and acts to rejuvenate the existing asphalt pavement, extending the life of the street as much as five years.  The selection of the most appropriate treatment for a particular street segment depends on pavement conditions, traffic volumes, relevance to the circulation network, and other factors affecting the service life of the pavement.

 

The City of Rialto has approximately 273.6 centerline street miles of publicly maintained streets.  Major Arterials, Secondary Arterials and Collector Streets make up 93.4 centerline street miles, with local residential streets making up the remaining 180.2 centerline street miles (or about 2/3 of the entire system).  The entire City street network includes approximately 56.5 million square feet of asphalt concrete pavement and is subdivided into 2,262 individual street segments.

 

In 2008, the Public Works Department established a zoning system to provide a more effective and systematic management of local residential streets using best practices for preventative maintenance, including slurry seals and other rejuvenating treatments.  The City is divided into five (5) Zones, with each Zone including approximately 54 centerline street miles.  A copy of the Zone Map is included as Attachment 1.  Annually, a slurry seal or other appropriate preventative maintenance treatment project is scheduled in one zone, with the intention of rotating through each of the five (5) zones.

 

The previous slurry seal project included approximately half of the local residential streets within Zone 5.

 

ANALYSIS/DISCUSSION:

Based on the City’s established zone system, the streets scheduled for slurry seal include local residential streets in Zone 4.  The project will provide preventative maintenance to roughly 5.5 million square feet of residential street pavement in Zone 4.  A project location map is included as Attachment 2.  A copy of the Notice Inviting Bids is included as Attachment 3.  The project specifications are included as Attachment 4.

 

The tentative schedule for the project is as follows:

 

RFB advertised:                     January 10, 2019

Contract award:                     March 12, 2019

Begin Construction:                     April 9, 2019

Complete Construction:                     June 18, 2019

 

ENVIRONMENTAL IMPACT:

Section 21084 of the California Public Resources Code requires that the guidelines for implementation of the California Environmental Quality Act (CEQA) include a list of classes of projects that have been determined not to have a significant effect on the environment and which shall, therefore, be exempt from the provisions of CEQA.  In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared categorically exempt from the requirement for the preparation of environmental documents.  In accordance with 14 CCR Section 15301 “Existing Facilities,” Class 1 projects consist of the repair, maintenance, or minor alteration of existing public structures or facilities; therefore, the Slurry Seal Project, City Project No. 180805 is considered categorically exempt from CEQA.  Staff has prepared and will file a Notice of Exemption for the project, included as Attachment 5.

 

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principle 3A in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Approval of this action complies with the following City of Rialto General Plan Goal and Policy:

 

Goal 4-1:                      Provide transportation improvements to reduce traffic congestion associated with regional and local trip increases.

 

Policy 4-1.1:                     Establish and maintain standards for a variety of street classifications to serve both local and regional traffic, including Major Arterial Highways, Major Arterials, Secondary Arterials, Collector Streets, and Local Streets.

FINANCIAL IMPACT:

Operating Budget Impact

The proposed action will not affect the Operating Budget.

 

Capital Improvement Budget Impact

The Engineer’s estimate range is $1.2 Million to $1.4 Million for this project.  Sufficient funds are budgeted and available for this project.

 

Licensing

The proposed action will not require the payment of a business license tax.

 

RECOMMENDATION:

Staff recommends that the City Council authorize the release of Request for Bid No. 19-030 for the Annual Slurry Seal Project, City Project No.180805.
