Ø                     The following question was posed at the Special Commission meeting held on April 2, 2019:

 

§                     “How close is Rialto to meeting the AB 341 diversion goals?”

 

Staff and Burrtec response is as follows:

 

The AB341 statute includes a statewide diversion goal of 75%.

To that end, one of the compliance metrics used is the Pounds per Person per Day (PPD) per Resident (see table below).  This is only one data point that CalRecycle uses to determine compliance and as of late they are placing more emphasis of programs and program implementation to determine compliance.

Nevertheless, the most recent Rialto PPD is for 2017 at 3.5.    The Target PPD is 5.7 representing 50% diversion (under AB939). 

Given these metrics, the total PPD is 5.7 x 2 = 11.4 PPD.  3.5 PPD represents approximately 70% diversion.

Short answer:  the 2017 PPD of 3.5 represents 70% diversion but the State acknowledged several years ago that their PPD calculation is flawed thus they focused on programs and program implementation.
