Request City Council to Approve an Increase with The Counseling Team International in an Amount Not To Exceed $33,800.

BACKGROUND:
On August 14, 2018, City Council approved a contract with The Counseling Team International in an amount not to exceed $29,800. The contract with The Counseling Team International includes providing professional counseling services to City employees and conducting pre-employment psychological examinations. Pre-employment psychological examinations are completed for potential employees of the Police and Fire Department before they are hired.

ANALYSIS/DISCUSSION:
Purchase Order No. 2019-0675 was created to ensure the continuation of reliable pre-employment psychological examinations for a total of $6,000 for fiscal year 2019. This year there has been an increase in the number of recruitments for the Police and Fire Department. As a result, the quantity of pre-employment psychological examinations has also increased. Staff is recommending increasing Purchase Order No. 2019-0675 by $4,000 for a total not to exceed $10,000 and increasing the total contract amount with The Counseling Team International to $33,800.

ENVIRONMENTAL IMPACT:
The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Act (CEQA). A "Project" means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or reasonably foreseeable indirect physical change in the environment, and excludes the following:

1. Continuing administrative or maintenance activities, such as purchases for supplies, personnel related action, general policy and procedure making.

2. Organizational or administrative activities of government that will not result in direct or indirect physical changes in the environment.
