BACKGROUND:
The City's Capital Improvement Program (CIP) is a compilation of planned projects that best represent the prudent and appropriate use of finite resources to meet the infrastructure needs of the City advancing the public health, welfare, and safety of City residents and community members. The CIP carries out the Council's vision for the City of Rialto as a vibrant, active, and progressive City, bridging to the future. City staff has developed the proposed draft CIP in the interests of meeting City Council goals and objectives with the highest and best use of available resources.

Staff develops the CIP budget through a collaborative process based on the guiding principles described in the Rialto General Plan with input from City Council, community members, and City departments. The CIP budget consists of projects that provide new infrastructure as well as upgrades, repairs, and/or replacement of existing infrastructure. Like most local agencies in Southern California, the City's infrastructure needs historically exceed available funding. Thus, the CIP budget, developed in conjunction with the City's operating budget, considers City Council priorities while making use of a variety of available funding sources.

As a guideline, to be included in the CIP a project should have a total estimated cost of at least $50,000 and as a completed asset contribute to or improve the City's infrastructure or property.
