Request City Council to Award an Annual Purchase Order to San Bernardino County Sheriff’s Department in the Amount of $23,042.00 for California Law Enforcement Telecommunications Systems (CLETS) Maintenance and Support Services for FY2019/20.

BACKGROUND:
The Rialto Police Department like all California Law Enforcement Agencies, utilize the CLETS database for a variety of law enforcement functions. CLETS is a vital database for the effectiveness of agencies to conduct essential investigations and operations.
ANALYSIS/DISCUSSION:
The Rialto Police Department utilizes the CLETS database via a portal through the San Bernardino County Sheriff’s Department. CLETS is used by law enforcement and criminal justice agencies to query and update various databases such as: stolen vehicles, SVS, guns, property, Sherriff Automated Warrants, California Name Index, Sheriff Jail Management System and missing persons. This system also gives these agencies the ability to send and receive point to point administrative messages to other law enforcement agencies throughout the United States on wanted subjects, and state and national security information.
Each city agency throughout the state has the ability to access CLETS through their county portal. In San Bernardino County the portal is retained through the San Bernardino Sheriff’s Department. To access this portal there are costs associated with access as well as maintenance fees for data transfer and collection. With the San Bernardino County Sheriff’s being the only provider in county for CLETS access, on June 24, 2014 Council recognized this vendor as a sole source provider pursuant to Rialto Municipal Code (RMC) 2.48.060.
ENVIRONMENTAL IMPACT:
The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Quality Act (CEQA). A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:
1) Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making.
2) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
GENERAL PLAN CONSISTENCY:
The City of Rialto has outlined key goals and objects relating to public safety. The purchase of this technology is in consistent with meeting these objectives.
Goal 5-8: Provide effective and comprehensive policing services that meet the safety needs of Rialto.

The City Attorney has reviewed and approved this staff report.
FINANCIAL IMPACT:
Operating Budget Impact
Funding in the amount of $23,042.00 is included in the FY2019/2020 proposed budget in General Fund Account No. 010-500-6280-2030 for an annual purchase order for CLETS maintenance and support services through the San Bernardino County Sheriff’s Department.
Capital Improvement Budget Impact
This report does not impact the Capital Improvement Budget.
Licensing
This action does not trigger a requirement for a business license.
RECOMMENDATION:
Staff recommends that the City Council award an Annual Purchase Order in the amount of $23,042.00 to San Bernardino County Sheriff’s Department for CLETS maintenance and support services for FY2019/2020.
