Request City Council to Concur with the Appointments and Reappointments of Rialto Residents on Various City Commissions, as Recommended by the Council Sub-Committee and Authorize the City Clerk to Provide Appropriate Written Notification.

BACKGROUND:

The Mayor makes appointments to all City Commissions, with the concurrence of the City Council (RMC Section 2.16.020 and California Government Code 40605).  The Notice of Vacancy, posted in accordance with the Maddy Act (Government Code sections 54970 et seq.), shows eight vacant positions need to be filled for the Cable, Historical Preservation, Human Relations, Mobile Home Rent Review, Transportation, and Recreation and Parks Commissions.  One student vacancy position will be filled for the Human Relations Commission.  Commissioners are required to submit letters requesting reappointment or to not be reappointed. 

 

ANALYSIS/DISCUSSION:

The City Clerk received letters from individuals indicating their desire to be reappointed to their assigned commissions.  Commission applications have been received by residents interested in serving on a commission.

 

The Sub-Committee of Mayor Robertson and Council Member Baca Jr. met on May 30, 2019, and discussed the appointments and reappointments to City Commissions.

 

ENVIRONMENTAL IMPACT:

The proposed action is not defined as a “project” within the meaning of Section 15378 of the CEQA Guidelines.  The proposed action is a fiscal, administrative and organizational activity of a governmental entity and will not result in a potentially significant environmental impact.

 

GENERAL PLAN CONSISTENCY:

The request is consistent with Guiding Principle 3A of the Rialto General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

LEGAL REVIEW:

The City Attorney has reviewed and approved the staff report.

 

FINANCIAL IMPACT:

The reappointments and written notification may result in minimal additional expenses to the City Clerk Department, with budget available in the General Fund City Clerk Program accounts.

 

RECOMMENDATION:

Staff recommends that the City Council concur with the appointments and reappointments of Rialto residents on various City Commissions and authorize the City Clerk to provide appropriate written notification.
