Request City Council to Approve the Renewal of Nixle 360 Platform in the Amount of $24,602.27 from Everbridge Inc. for a Community Information Notification System.

BACKGROUND:

Currently the Rialto Police Department utilizes the Nixle 360 Platform, a community information notification system for law enforcement and government agencies.  The Nixle 360 Platform provides a comprehensive package that allows the Rialto Police Department and City of Rialto the ability to make community and emergency notifications to the public through email, text, twitter, Facebook, and voice notifications via landlines and cellular phones. 

ANALYSIS/DISCUSSION:

The current contract for Nixle 360 expires on June 30, 2019 and requires a renewal that would begin on July 1, 2019.  Nixle 360 currently provides all the different notification services under one umbrella and includes two separate accounts, allowing the Police Department and the City to send relevant information specific to each individual entity.   

Some of the robust features of Nixle 360 include target messages with custom-drawn geographical mapping technology or customized lists, uplinks to multiple voice carriers, FEMA IPAWS & Google integration, community marketing support, and social media integration.  Information would be immediately available over subscribers’ cell phones by text message, by email, and over the web through social networking sites like Twitter and Facebook. 

Nixle’s service is built on one of the most secure, reliable, and high-speed distribution platforms, ensuring that we are able to send immediate and trustworthy, geographically relevant information to the citizens of Rialto.           

Staff is recommending approval for the renewal of the Nixle 360 Platform for the Rialto Police Department and the City of Rialto.

ENVIRONMENTAL IMPACT:

The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Quality Act (CEQA).  A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:

 

1.                     Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making.

 

2.                     Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY:

The City of Rialto has outlined key goals and objects relating to public safety. The purchase of this equipment is consistent with meeting these objectives.   

Goal 5-8: Provide effective and comprehensive policing services that meet the safety needs of Rialto.

LEGAL REVIEW:

The City Attorney has reviewed and approved this staff report.

 

FINANCIAL IMPACT:

Operating Budget Impact

Funding in the amount of $24,602.27 is included in the FY2019/2020 proposed budget in General Fund Account No. 010-500-6150-2011 for an annual purchase order for the renewal of Nixle 360 Platform from Everbridge, Inc.

 

Per Rialto Municipal Code Section: 2.48.145 a vendor disclosure form is attached.

 

Capital Improvement Budget Impact

This action has no impact to the Capital Budget.

 

Licensing

The proposed action will not require any licensing.

 

RECOMMENDATION:

Staff recommends that the City Council award an Annual Purchase Order in the amount of $24,602.27 to Everbridge, Inc. for Nixle 360 Platform, a Community Information Notification System for FY2019/2020.
