v                     ACWA  Outreach Alert - Opposition of SB 845 (Water Tax)

 

Ø                     Staff is following legislative activities on this topic.  The following is an update report for the Commission. 

 

Ø                     From Association of California Water Agencies (ACWA) on Monday, June 10, 2019:

 

On Sunday June 9, the 2019 Conference Committee on the Budget approved a safe drinking water funding solution for disadvantaged communities in California that do not have access to safe drinking water.  The solution, which does not involve a water tax, will be put in place through the enactment of the 2019-’20 State Budget and related trailer bill language.  Following is the proposal in a nutshell.

 

In the first year, Fiscal Year 2019-’20, the safe drinking water funding solution will be funded with $100 million from the Greenhouse Gas Reduction Fund (GGRF) and $30 million from the General Fund.  This will be part of the 2019-’20 Fiscal Year State Budget

 

After the first year, the funding will be 5 percent of the GGRF continuously appropriated - capped at $130 million per year.  Beginning in Fiscal Year, 2023-’24, the agreement includes General Fund funding as a backstop if 5 percent of the GGRF is less than $130 million in any year.  The funding will sunset in 2030. 

 

Trailer bill language will set up a fund and provide the framework for the funding program. 

 

The Legislature will take up the budget late this week.
