Request City Council to Approve the First Amendment of the Cooperative Agreement between the City of Rialto and Mobile Source Air Pollution Reduction Review Committee (MSRC) to extend the expiration date of the Cooperative Agreement to February 2, 2023.

BACKGROUND:
The Mobile Source Air Pollution Reduction Review Committee (MSRC), established under Assembly Bill 2766 (AB 2766), is responsible for funding projects that reduce air pollution from motor vehicles within the South Coast Air Quality Management District in Southern California (SCAQMD). The SCAQMD includes all of Orange County and portions of Los Angeles, Riverside and San Bernardino counties within its jurisdiction.

On January 24, 2017, the City Council approved Contract No. ML16077 and accepted the funding in the amount of $463,216.00 from MSRC.

ANALYSIS/DISCUSSION:
The First Amendment will extend the Cooperative Agreement to February 2, 2023, will allow for the scope of work to be completed. The grant funds will be used for pedestrian access improvements, installation of bicycle lanes, shared use mobility feasibility study, purchase and installation of bicycle sharing hardware and infrastructure, and a bike share outreach program. A copy of the amended Contract No. ML16077A is included as Attachment 1.

ENVIRONMENTAL IMPACT:
Approval of the proposed action is not a "Project" as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a "Project" means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
