Title
Request City Council to Issue a Purchase Order for FY19/20 with Siemens Mobility, Inc. in the amount of $34,258.34 for the Purchase and Installation of the Backup Battery System, City Project 190803.

BACKGROUND:
On January 29, 2019, the City Council awarded a Contract Service Agreement to Siemens Mobility, Inc. in the amount of $232,327.64 for the purchase and installation of the Backup Battery System at 68 signalized locations in the City, City Project 190803.
ANALYSIS/DISCUSSION:
The City of Rialto currently operates and maintains 95 traffic signals. Traffic signal maintenance and repair requires ongoing and regular field preventive maintenance which also includes a Battery Back-Up System (BBS). The life expectancy of the BBS ranges from three (3) to five (5) years. In the instance of a power outage, the BBS would operate the traffic signal as a flasher or in normal operation until the power is restored back by the utility company. Most of the BBS’s in the City are approaching their life expectancy and are in need of replacement.
The funding for the BBS was made possible with the assistance of Assembly Member Eloise Gomez Reyes, District 47, at a roundtable meeting held on April 25, 2017. At the meeting, City Managers submitted a list of projects requesting funding from the State of California for various projects in their respective cities to assist with emergency services. On June 15, 2018, California Governor’s Office of Emergency Services notified the City with an award total of $1,705,000, including $300,000 for the BBS to assist Rialto with emergency services.
During the installation of the Battery Back-up system, the following issues were discovered at the following four (4) intersections.
1. First Street and Willow Avenue- Existing Interrupted Power (UPS) would not turn on after the new batteries were installed. A new unit is required to power the new batteries.
2. Rialto Avenue and Riverside Avenue - Intersection Blacks out with the new batteries installed. Existing UPS unit needs replacement.
3. Cactus Avenue and Riverside Avenue - Currently UPS is missing at the intersection. This location was not on the original list inventoried for replacement.
4. Santa Ana Avenue and Riverside Avenue - Existing Interrupted Power (UPS) would not turn on after the new batteries were installed. Existing UPS unit needs replacement.
A copy of Siemens Mobility, Inc. Purchase Order increase in the amount of $34,258.34 is included as Attachment 1. The increase will bring the cumulative contract total to $266,585.98.
ENVIRONMENTAL IMPACT:
This action is not a “Project” as defined by the California Environmental Quality Act (CEQA). Pursuant to section 15378(a), a project means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. According to section 15378 (b), a project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

FINANCIAL IMPACT:
Operating Budget Impact
Funds in the amount of $34,258.34 are budgeted and available in Grant Fund Account No. 223-500-7308-3001-190803-05. The amount is retained from the California Governor’s Office of Emergency Services allocation specified for this project.
Capital Improvement Budget Impact
The proposed action will not affect the capital budget.
Licensing
The proposed action will not require any licensing.
RECOMMENDATION:
Staff recommends that the City Council Issue a Purchase Order with Siemens Mobility, Inc. in the amount of $34,258.34 for the purchase and installation of four (4) additional Backup Battery Systems.
