BACKGROUND
As part of the Rialto Fire Department's (RFD) Cardiac Survivability Program, the Fire Department has nine (9) AutoPulse Non-Invasive Cardiac Support Pumps and thirteen (13) Cardiac Monitor/Defibrillators, all of which are manufactured by Zoll Medical Corporation. Additionally, the Fire Department has introduced the Zoll ResQPOD device, which doubles blood flow to the heart during CPR.

These devices are currently in place on all of our Fire Department Emergency Response Units. Each of these devices has single-use parts and interfaces that must be replaced with each patient, and can only be purchased through Zoll Medical. Based on our current usage patterns, staff is recommending that the City establish a purchase order with Zoll Medical in the amount of $60,000 to cover these costs.


ANALYSIS/DISCUSSION
The goal of the Rialto Fire Department's Emergency Medical Services (EMS) program is to improve survivability rates in patients in need of pre-hospital medical care. The Rialto Fire Department (RFD) is known for embracing new technologies and procedures that meet that goal. An example of this is RFD's use of the Auto Pulse device. Applied to patients in full cardiac arrest, this non-invasive cardiac support pump moves more blood more consistently than is possible with human hands performing standard CPR. Clinical studies have shown that cardiac survival and hospital discharge rates of patients treated with the AutoPulse device are three-times greater than those who received only hand compression CPR.
